Established in 1999, the Centre has been addressing the service direction of "Training" and "Employment" by providing "one-stop" employment counselling service, which includes Holistic Career Assessment, Career Planning, and Comprehensive Employment Support,  to facilitate the unemployed to equip themselves for the ever-changing working environment, and to strengthen their motivation of re-entering the working force.

Scope of Service

1. "Manpower Development Scheme"
The Centre has been appointed by the Employees Retraining Board to organize the "Manpower Development Scheme" (formerly known as "Employment Retraining Scheme"). Apart from providing an array of full-time Placement-tied and part-time "Skills Upgrading Scheme Plus" courses, an effective employment matching and referral system has been set up for clients and job seekers. Accreditation Approval is issued by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications on April 2015 to operate QF Level 1-3 ERB programmes.

2. Recruitment Support Services

The Centre strives to provide recruitment support to the unemployed and our ERB graduates from Placement-tied courses. Job fairs or recruitment event will be organized in response to the need of employment market. Apart from on-site interviews, a pre-employment briefing will be arranged to prepare the ERB retrainees entering to the employment market soon. The Centre also maintained close cooperation with different enterprises and organizations so that more job vacancy and choices can be offered to service users.

3. School Support Service
The Centre strives to provide developmental support services for secondary schools and tertiary institutions. Schools are coordinated to join the "Job Placement" scheme. By participating in these programmes, young people gain a better self-understanding and orientation on the career path.

4. Collaboration with Commercial Sector
The Centre is also working closely with the local commercial sector for their generous support to our services. Many of our business partners have been awarded by the Caring Company Scheme. By encouraging collaboration between the commercial and social welfare sectors, the Centre strives to develop a more harmonious and caring society.
