【Continued Support for Wang Fuk Court Residents】Fund Distribution and Holistic Care
Following the fire at Wang Fuk Court in Tai Po, the Hong Kong Sheng Kung Hui Welfare Council immediately mobilised comprehensive support. As our relief efforts transition from the emergency phase to medium- and long-term recovery, we are consolidating resources to care for the holistic well-being of the affected residents.   The ‘S.K.H. Act of Love 1126 Fire Disaster Support Fund’ distributed the first round of emergency cash following the incident, and the second round of assistance, along with funeral subsidies, has been progressively disbursed to families in need.    Meanwhile, acting as the implementing agency for donations from the China Social Welfare Foundation and the China Social Assistance Foundation, we are providing additional financial aid to owners, tenants, and affected families through the government's ‘one social worker per household’ initiative.   Beyond financial aid, the Welfare Council is fully implementing medium-to-long-term support initiatives, including bereavement support, Chinese medicine treatments, psychiatric consultations, and play and sandplay therapy, to support the physical and mental health of residents. Fully aware of the importance of neighbourly support, we have organised a series of community care activities at ‘Runway 1331’ and ‘United Court’. These gatherings allow residents to support one another along the path to recovery.   Recovery takes time. The Welfare Council remains committed to walking alongside residents, ensuring that every donation makes the greatest possible impact.    We sincerely thank the community for your continued trust and support.

香港聖公會福利協會與八達通攜手 全面啟動數碼食物券發放平台 以科技傳遞關愛 推動香港智慧城市發展
香港聖公會福利協會(福利協會)舉行啟動禮,全面啟用與八達通卡有限公司(八達通)攜手推出的創新數碼食物券發放平台,簡化「恩澤膳短期食物援助服務」的流程。服務使用者從此可享有更便捷和自主的服務體驗,隨時隨地透過八達通App領取及兌換食物券,過程更不設任何標籤識別。   此平台為首個涵蓋超級市場及餐廳等香港廣泛商戶的數碼食物券系統,平台不僅提升食物援助效率,亦配合香港特區政府致力利用科技傳遞關愛、改善市民生活質素的願景,推動智慧城市發展。   基層家庭使用食物券更靈活便利 平台經試行後,將於2025年11月起在福利協會轄下兩支短期食物援助服務團隊支援的九龍城、油尖旺、屯門、荃灣及葵青共五個地區全面啟用,每年約6,200個受惠家庭將可隨時隨地透過八達通App領取及兌換食物券,更可直接於商店的自助付款櫃位使用,整個過程中不會有任何標籤識別,食物券使用紀錄一目了然,讓存取、管理及使用食物券更靈活、方便、自主。   服務使用者李女士需獨力照顧兩位子女,食物援助對這家庭而言幫助極大,一分一毫的食物券都是一筆重要的金額。她曾試過到達超級市場後才發現忘記帶券而無法購物,白走一趟,也曾遺失實體食物券而蒙受損失。轉用電子食物券後,她不再受限於紙本食物券,隨時攜帶手機便可到超級市場購買食材,倍感方便。食物券儲存在八達通程式中,更免卻了她對遺失券的擔憂,能更安心地運用每分援助資源照顧家庭。   革新傳統服務模式  活用科技傳遞關愛 兩支團隊目前以實體點算的方式,自2021年服務恆常化以來人手派發逾8,000,000張紙本食物券,現透過平台,可因應不同服務使用者的需要,以數碼方式精準地派發合適的食物券組合,大幅提升食物援助服務效率,亦能達致更有效的數據追蹤及服務安排,確保有需要的家庭得到適切協助。   配合香港特區政府致力建設更融合及科技先進的社會,利用科技傳遞關愛、提升市民生活質素的願景,數碼食物券派發平台活用科技,應市民所需,更新慣常的服務模式,為他們帶來切實的便利和福祉。   隨着更多短期食物援助服務隊加入數碼食物券發放平台,期望平台覆蓋範圍將可擴展至更多服務使用者,讓更多有需要的家庭受惠,並共同推動香港社會福利服務邁向智慧化與現代化。   勞工及福利局局長孫玉菡先生,JP表示:「福利協會與八達通的合作,不只是技術的提升,為服務使用者的生活帶來大改善,更呼應了國家推動『智能化、科技化、綠色化』的方向。當服務使用者在接受援助的過程中不感受到被標籤,便能令更多人跨出心理關口,主動尋求協助。」   香港聖公會福利協會總幹事劉冼靜儀女士致辭時指,「政府一直支持社福界積極運用科技,今次福利協會與八達通攜手開發平台,讓基層家庭能以『無標籤、有選擇』的方式購買所需,大大提升服務效率與使用體驗。期望未來有更多夥伴加入,擴大平台效益。福利協會將繼續活用不同科技,令更多市民受惠。」   八達通行政總裁應天麒先生表示:「八達通一直致力推動社會服務的數碼化,善用我們的創新科技,提升社區生活質素。今次與香港聖公會福利協會攜手推出的數碼食物券平台,是一個重要的里程碑,不僅簡化了傳統援助模式,更展示了科技如何有效地傳遞關愛。我們希望這個平台能成為推動社會服務數碼化的典範,吸引更多社會服務機構及企業加入,將科技應用於更多援助項目,服務更多有需要的市民。八達通將繼續與政府及社福界攜手,融合科技與關愛,共建更智慧、更包容的香港。」   傳媒查詢 香港聖公會福利協會 企業傳訊及市場營銷部 電話:2533 1284 電郵: prc@skhwc.org.hk

Fulfil Your Civic Duty Through Action: Vote for Persons of Talent and Integrity
This is a crucial time; this is a vital action! The Welfare Council supports the 2025 Legislative Council General Election. As Hong Kong is currently at a critical juncture, transitioning from stability to prosperity, electing capable and virtuous individuals to a broadly representative Legislative Council is especially vital for the implementation of various economic and public welfare policies.   We urge and encourage all eligible voters, particularly our colleagues, to participate actively in the election for the Social Welfare functional constituency. On 7th December, you must fulfil your civic duty through action by casting your vote for persons of talent and integrity. Hong Kong Sheng Kung Hui Welfare Council's Response to the 2025 Policy Address
 The Policy Address, delivered by the Chief Executive on 17th September 2025 under the theme "Deepen Reforms and Committed to People's Livelihood", covers areas such as early childhood development, youth development, elderly care, poverty alleviation, support for persons with disabilities, housing, primary healthcare, and support for carers. It demonstrates the Chief Executive's determination and vision to provide more public resources to improve people's livelihoods based on economic growth, thereby driving social demand and promoting economic development.   The Hong Kong Sheng Kung Hui Welfare Council (the Welfare Council) supports the reform direction and related measures of the Policy Address and will actively cooperate with the policy direction of the HKSAR Government. The Council has the following responses to this year's Policy Address:   Supporting Continued Targeted Poverty Alleviation The Welfare Council welcomes the Government's continued efforts in targeted poverty alleviation and looks forward to the Report on Impact of Targeted Poverty Alleviation Strategy in Hong Kong, which is due to be published in mid-2026. The Council recommends that the Government re-evaluates the applicability of the current poverty line to define the different degrees and causes of poverty with greater depth and breadth, thereby identifying needy groups more accurately and formulating targeted poverty alleviation policies. We also suggest establishing a cross-departmental data sharing platform to identify hidden poverty cases and enhance the effectiveness of targeted poverty alleviation; strengthening the support of the Working Family Allowance Scheme or introducing additional educational support packages to reduce the child-rearing burden on grassroots families and maintain their opportunities for social mobility. Furthermore, we recommend optimising the flexible participation model of the "Strive and Rise Programme" to allow young people to selectively or partially participate in activities, enhancing the programme's coverage and practical effectiveness.   Supporting Enhanced Elderly Care The Welfare Council welcomes the Government's establishment of the "Working Group on Ageing Society Strategies" to address the associated challenges. The Council is also pleased to see the introduction of further measures to enhance support under the policy of "ageing in place as the core, with institutional care as back-up". In terms of ageing in place, the Council suggests the Government promote the application of smart technology, including establishing an electronic platform for the elderly to upload daily health data, combined with remote medical consultation services and community pharmacy dispensing to enhance the convenience and efficiency of medical support. Concurrently, home safety systems could be developed, such as fall alarms and inactivity alerts, and AI chatbots could be introduced to interact with the elderly to identify potential high-risk cases for immediate intervention. Regarding retirement arrangements in the Greater Bay Area, the Council recommends the Government formulate more comprehensive cross-boundary retirement support policies. This includes promoting video consultation platforms and northbound medicine delivery services to facilitate continuous medical support for the elderly residing in the Mainland. We also suggest exploring the possibility of allowing Hong Kong annuities to cover medical expenses and discussing with Mainland authorities the relaxation of restrictions on social insurance purchases. Furthermore, the "Elderly Health Care Voucher Greater Bay Area Pilot Scheme" should be expanded to cover all Tier III Class A hospitals in the Greater Bay Area to benefit more elderly people.   Recommending Improvements to End-of-Life Care and the Advance Medical Directives System With the continuous increase in the elderly population, there is growing societal concern for end-of-life care and autonomy. The Welfare Council recommends that the Government comprehensively strengthens policy support for end-of-life care services. This includes continuing the achievements of the "Jockey Club End-of-Life Community Care Project" by allocating funds to support the sustainable development of community-based palliative care services. It also involves promoting the digitisation of Advance Medical Directives, integrating them with platforms like "iAM Smart" or eHealth, allowing citizens to store and display their directives and enabling healthcare professionals to access them instantly, ensuring the elderly's wishes and choices are respected at critical moments.   Supporting Further Assistance for Carers The Welfare Council has always been deeply concerned about the needs of carers. We are hopeful to see the Government earmarking an annual recurrent expenditure of $500 million to strengthen support for carers and establishing a carer support data platform to integrate data from different departments for providing precise support to high-risk carers, thereby building a comprehensive carer support network. The Council will continue to fully cooperate with government policies, providing appropriate support to carers in various districts through its community centres and service units, assisting them in building support networks, and encouraging them to make good use of various social resources and services, working hand-in-hand with the Government to create a more friendly support environment for carers.   Supporting the Promotion of Youth Development The Welfare Council welcomes the Government's efforts to promote youth development through training, international and Mainland exchanges, and increasing interactive spaces for young people. The Council also suggests enhancing channels for youth policy participation. Through electronic platforms (such as "iAM Smart"), young people could provide opinions on specific policies. We also recommend considering the establishment of a Youth Participation Fund to subsidise creative and socially responsive youth projects, thereby enhancing their sense of civic participation and policy influence.   Welcoming Enhanced Support for Persons with Disabilities The Welfare Council welcomes the Government's strengthened support for persons with disabilities, including establishing guidelines for rehabilitation products, increasing rehabilitation services for persons with disabilities, and expanding support for elderly persons with disabilities. Persons with disabilities continue to face structural barriers in employment, housing, healthcare, and social participation. The Council recommends that the Government consolidates employment support resources for persons with disabilities to improve the matching efficiency between employers and service users, and provides incentives to encourage employers to hire persons with disabilities, thereby promoting workplace inclusion in more enterprises. Furthermore, the Council suggests the Government re-examines the resource allocation and staffing of halfway houses to ensure service quality meets actual needs, and reviews and strengthens the staff-to-resident ratio and training resources in hostels for persons with intellectual disabilities to improve care quality and staff stability.   Supporting the Strengthening of Primary Healthcare Services The Welfare Council supports the Government's further enhancement of community medical and preventive care. We are pleased to see the Government strengthening the functions of District Health Centres (DHCs). We recommend further integrating service functions in the future to promote one-stop health services, including maternal and child health, student health services, and Chinese and Western medicine referrals, implemented in a family-oriented manner to enhance the role of preventive medicine and community health management.   Supporting the Promotion of Mental Health The Welfare Council supports the Government in implementing the school-based three-tier emergency mechanism, which is based on a strategy of identification, intervention, and treatment, and in extending it to a pilot scheme for Primary 4 to Primary 6 pupils. With 30,000 Light Public Housing units to be completed by the first half of 2027, the Council recommends establishing dedicated mental health support teams in large-scale transitional housing and Light Public Housing projects to provide early identification, referral, and primary intervention services, thereby alleviating the pressure on district mental health services.   Supporting Policies that Encourage Childbirth The Welfare Council is pleased to see the Government introduce a series of measures to encourage childbirth, demonstrating the authorities' proactive response to the challenges of an ageing population and a low birth rate. The policies mentioned in the report, such as increasing day nursery places, expanding after-school care services, extending the tax deduction for new-born children, and increasing quotas for assisted reproductive services, address the practical considerations of families in their childbearing decisions from economic, service, and social environmental perspectives, and the direction is commendable. To further enhance policy effectiveness, the Council suggests that the Government, on the existing basis, also considers parental leave, childcare facilities, and assisted reproductive services, and continues to learn from the comprehensive family policy experiences of places like Singapore to enhance the child-friendly environment on multiple levels.   Supporting the Promotion of Innovation and Technology The Welfare Council agrees with the emphasis placed on innovation, technology, and digital development in the Policy Address, striving to build Hong Kong into an international innovation and technology hub. As technology becomes increasingly widespread, we agree that the Government should ensure that the fruits of technological development benefit all sectors of society. The Council suggests that the Government make good use of existing large-scale community event platforms, to integrate innovation and technology promotional elements, allowing the public to access and experience technological achievements with a low threshold. Through these community-focused activities, overall technological literacy can be effectively cultivated, and the application of technology in grassroots daily life can be promoted.   Supporting the Promotion of Patriotism and National Security The Welfare Council supports the Government in integrating patriotic education into daily teaching and learning and in promoting national security education, recognising that safeguarding national security is the common responsibility of every citizen. The Council will continue to actively cooperate with the Government and promote national identity and the inheritance of Chinese culture through its various service areas, including youth services, elderly services, and family services.   Conclusion The Chief Executive's 2025 Policy Address demonstrates a forward-looking vision and a pragmatic and enterprising spirit. It is committed not only to deepening institutional reforms but also to placing the well-being of the people at the forefront of its policy agenda, reflecting the Government's determination to respond to social demands. The various policies in the report are interconnected, from strengthening primary healthcare to caring for the elderly and the young. In particular, the use of artificial intelligence (AI) and data platforms to identify and support high-risk groups such as carers allows policies to respond more precisely to the needs of different groups, enabling citizens to tangibly feel the integration of reform achievements into their daily lives. The Welfare Council will strive to play its role in connecting the community, working closely with the Government and the industry to jointly transform the policy blueprint into tangible results that benefit the public, and to move forward together on the path of deepening reform and prioritising people's livelihoods to promote the sustainable development of society.

「煮播3.0」「愛回味‧家常菜」烹飪比賽 認知障礙症長者與照顧者攜手 藉家傳菜式分享溫馨故事(Chinese Only)
本月為「世界認知障礙症月」,香港聖公會福利協會與香港中華煤氣有限公司於9月13日在於銅鑼灣煤氣烹飪中心舉辦「煮播3.0」「愛回味‧家常菜」烹飪比賽,讓20位有認知障礙症的長者透過明火煮食展現能力與潛質,與照顧者攜手呈獻充滿家庭故事的菜式,角逐8個獎項。   「可以帶回家」的認知障礙症訓練 參與家庭運用「認知障礙展能療法™」及「程序記憶法」食譜技巧,設計並烹調承載家族故事的「家常菜」,讓患者在家也能延展訓練,持續維持其認知能力。其中一組家庭在已故父親拿手的「彩椒蝦仁炒蛋」中加入三文魚升級為健腦版本,再透過熟悉的烹飪步驟和食材組合,讓患有認知障礙症的母親親手下廚,讓她在製作過程中重拾自信,並與家人分享珍貴的家庭記憶。   比賽評判團包括香港聖公會福利協會總幹事劉冼靜儀女士、香港中華煤氣有限公司企業事務及政府關係總監暨延伸業務總監王佩兒女士、香港大學臨床醫學學院精神醫學系臨床教授陳偉智,以及煤氣烹飪中心導師,他們根據健腦食材選取、味道質感及菜式背後的家庭意義等標準作評選。   主禮嘉賓社會福利署助理署長(安老服務)甄麗明女士表示,政府非常重視對認知障礙症長者的支援。隨著社會高齡化,政府持續增撥資源,支援長者及照顧者;同時亦需要社會各界齊心協力,共同推動相關工作。例如「煮播3.0」計劃,有助協助長者在晚年發揮潛能,提升生活質素。她並表示欣慰,在比賽過程中見到長者與照顧者之間的溫馨互動。   劉冼靜儀女士表示在比賽過程中深受長者與照顧者的家庭故事所感動,樂見長者不受認知障礙症限制,發揮所長,指「煮播3.0」正正展示認知障礙症長者亦可以「積極地過、放膽去做、做自己想做嘅事,過好日常」,提升生活質素。   王佩兒女士分享道:「煮播是煤氣公司最受歡迎的其中一個義工活動,義工們覺得除了付出,自己也有很多得着和體會。我們好高興明火煮食能幫助認知障礙症患者和照顧者可以重拾自信和減輕壓力,我們會繼續發揮公司的强項,將愛心延續下去。」   陳偉智教授表示「煮播3.0」計劃將廚房變成健腦場地,以烹飪訓練認知障礙長者的感官、專注力、執行功能、程序記憶、理解能力等,亦讓長者有機會與照顧者重拾回憶,並與其他長者社交聯誼,笑言食物「不僅能夠滋養個胃,亦能滋養腦袋」。   「煮播」計劃惠及逾9,000人次 「煮播」計劃自2017年推行至今,已惠及超過100個家庭,服務超過9,000人次。「煮播3.0」計劃透過小組前聚、烹飪訓練、社工專業跟進等環節,增加長者及照顧者的美好共同回憶,培養幸福感並鞏固家庭關係,同時透過一系列照顧者訓練,提升照顧者的照護知識及長者的自我效能感。   除了烹飪比賽,計劃亦為各長者中心提供認知展能體驗工作坊,並將於2026年初舉行「煮播3.0」成果發佈會,分享香港大學護理學院的研究結果,持續推廣創新的認知障礙症照顧模式。   關於香港聖公會福利協會 香港聖公會福利協會(簡稱福利協會)秉承和平之子的角色,與聖公會教會及學校緊密配合,積極聯繫社會各界,與弱勢社群同行,為有需要人士提供服務和援助,以見證基督的愛,共同建設關懷社會。   於1966年成立,福利協會一直提供多元社會服務,由關顧嬰幼兒到支援長者,從發展身心靈健康到復康護理,從社區照顧到院舍照護,從生命教育到善終寧養,從社工介入到跨專業團隊協作,以及為基層家庭提供食物援助、社區客廳及過渡性房屋項目等。福利協會現時擁有逾250個服務單位及會員機構,分佈全港、澳門及廣州,構建了一個全面而緊密的服務網絡,個別關懷和全面照顧有需要人士,協助他們轉化生命,活出豐盛。

本港現時有逾16萬名無酬照顧者長期面對沉重的照顧壓力,為喚起公眾對照顧者及被照顧者的關懷,香港聖公會福利協會(下稱:福利協會)以「後備照顧者」為主題,並獲民生慈善會贊助,於8月23日舉辦《無名指》電影分享會。導演孔令政、演員梁詠琪及范麒智擔任嘉賓,與觀眾進行深度交流,分享他們對本港照顧者議題的觀察與看法。   梁認為角色展露了人性軟弱的一面,「每個人都是個凡人,當照顧者的前路好像一條無止境很黑暗的隧道時,一定會害怕,會問何時才結束…甚至會選擇逃避。照顧者也可能會有過放棄的念頭,不要太責怪自己,最重要是要找人抒發壓力,照顧別人同時也要好好照顧自己的身心。」梁希望電影能為照顧者打氣,並鼓勵在場的照顧者觀眾:「當長期病患的照顧者不容易!加油!」   孔令政談及因認識有肌肉萎縮症的朋友及家中有長期病患的長輩,勾起其對照顧者議題的興趣,因而希望拍攝一部真實反映照顧者所面對的問題的寫實電影。他說,在拍攝電影的過程中,作為長期病患家庭的照顧者,他體會到外界很容易對照顧者在壓力下出現的誤失有所批判,這經驗加強了他對照顧者壓力的體會及對角色的反思,特別是他明白照顧者渴望被包容、也努力去包容他人,而這份互相體諒正是讓照顧者能繼續走下去的力量。孔期望透過電影,讓照顧者得到共鳴,並讓大眾明白後備照顧者其實隨時準備好,只要願意開口,身邊的朋友或家人定會伸出援手,在有需要時分擔照顧責任,減輕主要照顧者的壓力。   《無名指》為本地寫實溫情片,由郭富城、梁詠琪、鮑起靜、許恩怡主演,講述他們照顧罹患罕見病症女兒的經歷,情節感人。   福利協會每年均會於10月——「照顧者月」舉辦多元化活動,以推動建立照顧者友善社區。是次電影分享會為「照顧者月」的序幕活動。如欲就照顧者議題進行相關合作或報道,歡迎與我們聯絡。   關於香港聖公會福利協會 香港聖公會福利協會(簡稱福利協會)秉承和平之子的角色,與聖公會教會及學校緊密配合,積極聯繫社會各界,與弱勢社群同行,為有需要人士提供服務和援助,以見證基督的愛,共同建設關懷社會。   於1966年成立,福利協會一直提供多元社會服務,由關顧嬰幼兒到支援長者,從發展身心靈健康到復康護理,從社區照顧到院舍照護,從生命教育到善終寧養,從社工介入到跨專業團隊協作,以及為基層家庭提供食物援助、社區客廳及過渡性房屋項目等。福利協會現時擁有逾250個服務單位及會員機構,分佈全港、澳門及廣州,構建了一個全面而緊密的服務網絡,個別關懷和全面照顧有需要人士,協助他們轉化生命,活出豐盛。
